Multi-Level Governance: possibilities for implementation in Poland
Increasing complexity of socio-economic development requires adaptation on the administration side. It took a form of improvements in terms of performance quality thanks to new technologies and better organization, also through taking into account interests and opinions of other stakeholders, representing different millieus (New Public Management) and other levels of territorial units (MLG). In Poland main factors facilitating introduction of MLG relate to decentralization and participation in European Cohesion policy. There are also barriers: excessive autonomy of territorial units, low quality of the hybrid institutional system, weakness of social capital. In such circumstances full implementation of MLG will not be possible without holistic institutional reform.
